    Bulgaria's Energy Ministry said it opened an EU-backed scheme that will provide 240 million leva (122.7 million euros) to support home projects that install solar photovoltaics and energy storage.   • IRA, supply chains and the hunt for skilled workers dominated US solar in 2022
    The majority of the US solar industry has said that supply chain issues worsened in 2022, whilst a similar proportion also said that they expect to expand their businesses in 2023 directly because of the Inflation Reduction Act (IRA). Solar panel comparator SolarReviews has published its 2022 Solar Industry Survey, which polled 450 respondents from across the US solar industry on a number of key issues facing the sector last year. 67% of the surveyed respondents said that supply chain issues had worsened or stayed level compared with 2021, whilst 42% said that the supply chain issues led their companies to purchase more domestically-produced materials and products. Supply issues are well-documented by this point; the Customs and Border Protection Agency released its detainment statistics from last year, showing that 2GW worth of PV modules were held at the US borders over 2022, directly as a result of the Uyghur Forced Labor Prevention Act (UFLPA). Recent attempts by members of the House of Representatives to retract Joe Biden`s waiver on antidumping/countervailing duty (AD/CVD) import tariffs have the potential to exacerbate procurement issues for US companies into next year. 62% of respondents said that they expect to expand their business as a result of the investment and production tax credits that the IRA bill offers. Again, recent attempts in Washington to counteract pro-renewables legislation could undercut this confidence. Regarding the effects of inflation on the solar industry, rather than its legislative `reduction`, the survey showed that 70% of respondents ranked increased operational costs as the most noticeable effect. This, however, was offset by 66% saying that an increase in solar demand due to high electricity prices was the second most prominent effect of inflation. One thing the IRA won`t fix is the ability to procure skilled workers. 63% of survey respondents said that the bill won`t make it easier to solve the shortage of labour that solar industries worldwide are experiencing. Trouble finding workers ranked as the third most significant challenge that the industry is facing, with lack of skilled labour, decreased desire to work and higher wage expectations as the three things that those surveyed perceived as the main `weaknesses` of the potential workforce. A report from the Solar Energy Industries Association said that the IRA has the potential to boost the solar manufacturing industry workforce to 115,000 by 2030. Of the installers that the survey included, 83% said that they were using more than one solar module supplier. Qcells proved the most dominant in the survey, used by 66% of respondents, followed by REC, Canadian Solar, Silfab and Jinko, in that order. More than half of the respondents to the survey were residential/small commercial solar installation companies (62%), whilst just 4.3% were utility-scale deployers and 5.9% were operations and maintenance companies.

  • 400 solar companies petition US Congress to uphold AD/CVD waiver, warning of US$1 billion in retroactive duties

Image: Pixabay Over 400 US solar companies have sent a letter to Congress advising against the repeal of Joe Biden`s two-year waiver on solar import tariffs, led by trade body the Solar Energy Industries Association (SEIA). SEIA said that repealing the waiver, which is currently set to run until 2024, would see US solar companies incur over US$1 billion in retroactive duties paid on imports for 2022-23 and cause the cancellation of around 4GW of planned projects this year. Biden introduced the waiver in June 2022, whilst the Department of Commerce was investigating allegations that Chinese solar manufacturers had been circumventing anti-dumping/countervailing duty (ad/cvd) tariffs by moving portions of their operations to Southeast Asia. The investigation subsequently found that more than 20 companies had been evading duties by completing their production in Vietnam, Malaysia, Cambodia and Thailand. The initial call for an investigation into ad/cvd circumvention came from a single US manufacturer, Auxin Solar, after multiple petitions were filed anonymously and rejected. In January a bipartisan group of US lawmakers submitted the proposal to repeal the waiver under the Congressional Review Act (CRA), which allows executive decisions to be reversed if a simple majority is reached and passed within 60 days. Dan Kildee – one of the leading congressmen behind the resolution – said that the US needed to assert its independence from China, retain US jobs and businesses and prevent violations of US trade law by foreign importers. In its statement ahead of Congress` vote, SEIA turned this same pro-US rhetoric back towards its opponent: [This deeply flawed use of the Congressional Review Act rips the rug out from underneath American businesses and will cause thousands of workers to lose their livelihoods, [ said Abigail Ross Hopper, president and CEO of SEIA. SEIA said that if the CRA legislation passes it will eliminate 30,000 US solar jobs, including 4,000 in the manufacturing sector. The central issue is the conflict between the US` desire to build out its domestic PV manufacturing base and reduce its reliance on Chinese supply and the industry`s awareness of the time needed to make that happen. The Inflation Reduction Act came into law last summer to much acclaim, bringing tax and investment incentives for the US renewables sector. But analyses from Wood Mackenzie have predicted that it won`t begin taking full effect until 2024, and that in the meantime the US will struggle to reach its solar PV demand with domestic supply. As it stands, 80% of the US` solar modules come from Southeast Asia. The tariff waiver was intended to allow a cushioning period for the US industry to continue growing whilst the manufacturing buildout takes place. Chad Farrell, co-CEO and founder of Encore Renewable Energy – one of the companies that signed the letter – said: [Since the announcement of the two-year pause on solar tariffs and the passage of the Inflation Reduction Act, we`ve seen a huge uptick in the development of American solar manufacturing facilities. [The administration`s action provided our company with the certainty needed to continue to build solar projects while providing an important bridge for domestic manufacturing to scale. Our lawmakers should oppose the efforts presented by the Congressional Review Act that will not only halt our progress to date but jeopardise our ability to compete with other nations for climate economy leadership and to do our part in addressing the global climate crisis." The ad/cvd saga has been long-running; a March report showed that procurement issues from the tariffs and the Uyghur Forced Labor Prevention Act caused a 31% drop in utility-scale solar deployments last year. SEIA said that it too wants to lessen the US` reliance on China and establish a domestic supply chain, but that congress should not throw the baby out with the bath water. It said that allowing the waiver to stand would prevent [significant detrimental effects" for the solar industry.

  • Grid operator says Dutch solar capacity could reach 180 GW by 2050
    A new report from the Dutch Association of Grid Operators predicts strong growth for the Dutch PV sector regardless of the underlying international scenario Total installed solar capacity in the Netherlands could reach 100 GW to 180 GW by 2050, according to a new report by Netbeheer Nederland, the national association of regional electricity and gas network operators in the Netherlands. This scenario is characterized by a high electrification of the energy system, a decline in the level of industrial activity, and the country becoming self-sufficient in electricity supply. Natural gas will still function as a back-up supply, or in the form of green gas from local biomass and green hydrogen from wind and solar power. Wind energy is expected to reach 60 GW, while backup power will be expanded to 20 GW. Under the [National Scenario", the central government will play a leading role in the energy transition, and utility-scale renewable energy will take a larger share than distributed generation. Wind energy is expected to reach a total installed capacity of 92 GW, while solar energy will reach 172 GW, backup power will reach 18 GW and hydrogen energy will reach 15 GW. The "European scenario" involves the theoretical introduction of a CO2 tax at EU level, and the Netherlands is expected to remain an energy importer with a preference for clean energy from Europe. Solar deployment is expected to reach 126.3 GW, of which 35 GW will come from ground-mounted solar plants. Aggregate demand is expected to be much higher than the regional and national scenarios. The "international scenario" assumes a fully open international market, with strong climate policies implemented globally, and the Netherlands will not be self-sufficient and will continue to rely on imports.   • European Commission rolls out Net Zero Industry Act, plans to reduce `highly concentrated imports`

The act aims to scale up manufacturing of clean energy technologies, increase the competitiveness of net zero technologies manufactured in the European Union (EU), and ensure that at least 40% of its demand for cleantech in the EU could be met by domestic production by 2030. Also, the act aims to reduce [the EU`s reliance on highly concentrated imports". [Our dependency on Russian gas has taught us a number of lessons. Let`s not replace that dependency with a reliance on others to produce solar panels and other technologies we rely on," said Thierry Breton, commissioner for the internal market of the European Union. Previously, PV Tech reported that solar module export volumes from China between January and October 2022 were up 86% year-on-year amid strong demand in Europe. Multiple technologies were classified as `strategic` inducing solar PV, solar thermal, batteries and storage, onshore wind and offshore renewable energy and grid technologies, to name a few. The EC added that these technologies would receive particular support and were subject to the 40% domestic production benchmark. At the same time, the EC has announced the Critical Raw Materials Act to diversify its imports of critical raw materials. It admitted that Europe heavily relies on imports, which are often from `quasi-monopolistic third country suppliers`, and will not be self-sufficient in supplying such raw materials. Therefore, the EU will diversify its raw material supply chain with no more than 65% of its annual consumption of each raw material from a single third country and seek `mutually beneficial` partnerships with emerging markets and developing economies. However, some industry players worried that the act might slow solar deployment. [The current proposal is asking member states to reduce support for technologies from dominant geographies in the supply chains, like solar PV. We worry that the act and related proposals offer a stick but not a carrot," said Dries Acke, policy director of SolarPower Europe. The European Commission has proposed to reform the EU`s electricity market design in a move to accelerate the uptake of renewables. The reform which is part of the EC`s Green Deal Industrial Plan aims to enhance the competitiveness of Europe`s net-zero industry and offer better stability of price electricity, which has been one of the main concerns coming from European solar manufacturers in order to be able to play at a level-playing field with other countries. Several legislations will be reformed, including the Electricity Regulation, the Electricity Directive and the Regulation on Wholesale Energy Market Integrity and Transparency (REMIT) Regulation while introducing measures to incentivise longer-term contracts with non-fossil power production. The EC will aim to reflect the lower cost of renewables, which could boost even further the installation rate of solar PV as the EU aims to deploy 740GWdc of solar PV by the end of the decade, as part of its REPowerEU strategy released last year. Kadri Simson, EU commissioner for Energy, said: [We are today proposing measures that will enhance the stability and predictability of energy costs across the EU. Driving investment in renewables will help us reach our Green Deal goals and make the EU the powerhouse of clean energy for the coming decades." As the proposal includes measures to accelerate the deployment of renewables and the phase-out of gas it will further integrate the integration of renewables in the electricity system while improving conditions for the use of flexibility solutions, such as storage or hydropower. In addition, system operators will be required to offer better transparency in terms of grid connection capacity availability, while trading deadlines would be brought closer to real-time to allocate a better flow of renewables trade and balancing. Among these reforms, the EC will propose to ease the deployment of more stable long-term power purchase agreements (PPAs), with member states asked to ensure the availability of market-based guarantees for PPAs. In order to provide power producers with more stability and avoid price volatility, any public support for new investments in renewables will be done via a two-way contracts for difference (CfDs). Naomi Chevillard, head of regulatory affairs at SolarPower Europe, said: [Homes and businesses will be able to access PPAs more easily. Businesses are set to benefit from new government de-risking schemes that backup their ability to sign these long-term energy supply contracts. The reinforced legislative framework for PPAs will give both suppliers and buyers more clarity in signing new agreements." Moreover, one of the reforms concerns the possibility for consumers to invest in solar parks and sell excess rooftop solar electricity to neighbours, not only to the supplier bringing another potential income source. Rooftop solar was also in the discussion in Strasbourg on Tuesday as the European Parliament voted and approved the Energy Performance of Buildings Directive (EPBD) which will give better support for rooftop solar across Europe and accelerate its deployment starting from 2025. Jan Osenberg, policy advisor at SolarPower Europe, said: [The European Parliament`s support for the European Solar Rooftops Initiative, sends one clear signal: solar buildings are a key solution to lowering energy bills, ensuring energy security, and meeting our climate ambitions." The proposed reforms for the European electricity market will now be discussed and agreed upon by the European Parliament and the Council before being enforced.
